The Virtual Assets Service Providers Act 2024 (Act No. 12 of 2024) is Seychelles’ regulatory framework for crypto businesses. Effective from September 1, 2024, it requires any entity providing virtual asset services from or within Seychelles to obtain a license.
The Financial Services Authority (FSA) is the sole regulator — handling licensing, supervision, and enforcement. The Act aligns with FATF Recommendations and formalizes oversight in a jurisdiction long popular with crypto exchanges such as OKX, KuCoin, MEXC, and BitMEX. In February 2026, Seychelles was fully removed from the EU tax greylist, strengthening its standing for international crypto businesses.
Before 2024, Seychelles had no dedicated crypto regulation — businesses operated through IBCs without oversight. The VASP Act formalized licensing to meet international AML standards and maintain Seychelles’ competitive position as a crypto-friendly jurisdiction.
The VASP Act also amended five existing statutes — including the AML/CFT Act 2020, IBC Act 2016, and Beneficial Ownership Act 2020. In practice, your company must comply with all of them, not just the VASP Act. We ensure your application package addresses every applicable law from the start.
If your product is at an early stage, the FSA’s regulatory sandbox (Statutory Instrument 36 of 2019) lets you test it in a controlled environment before committing to a full VASP license. Under the VASP Act 2024, any entity that provides virtual asset services from or within Seychelles must obtain a license from the FSA. There are four license categories.

The VASP Act explicitly prohibits certain activities from being licensed in Seychelles:
Entities cannot use terms such as “blockchain,” “cryptocurrency,” “digital wallet,” “exchange,” “ICO,” “NFT,” “virtual coin,” or “Web3” in their registered business or trade name unless they hold a VASP license or registration under the Act.
Entities intending to promote or issue ICOs or NFTs from within or outside Seychelles must be licensed under the VASP Act or authorized under the Securities Act 2007, and must register with the FSA. DeFi activities (lending, borrowing, or other financial services involving virtual assets) are also regulated — DeFi providers are classified as VASPs and require a license.
Compliance deadline: The original deadline for existing crypto businesses to apply was December 31, 2024. As of 2026, unlicensed operations from Seychelles are illegal, with penalties of up to USD 350,000 in fines or up to 15 years imprisonment. New license applications are still accepted by the FSA.
